New Install v23.0.4 issue

Getting the following error after importing my config. Any thoughts?

System is a VM of Ubuntu 21.04 running under proxmox. 16gb ram, 2 2.4ghz cores

Stayed this way for over an hour and I have a good internet connection.

Did you close the old bot before opening the new one? Or try restarting the system and only open the new bot.

it was on a new VM I had created. The old one was turned off.
