RSI_SELL_LEVEL - Precision wanted

When RSI_SELL_LEVEL = 70, does it mean the RSI must be 70 for the sell to occur ?
Does it mean RSI must be >= 70 for the sell to occur ?
Or does it mean RSI must be <= 70 for the sell to occur ?

Thanks for this important precision.
It would be great to have it precised in the stategies's wiki.
