Title: Gb did not spend enough USDT

so I asked GB to spend 5 USDT

But GB only spent   "0.00099946 USDT"  ,,,,,

is this just because of market conditions or am I missing something else that effects what GB spends ??

Edit my USDT balance was 70 USDT
